If I'm not mistaken, it's not a penalty assessed on the kickoff, as it's not a dead-ball foul, but rather it's assessed on the first play after each kick of each half. IOW, if we kick off to them, they take a touchback, they would start from their 10 instead of their 20 (half the distance to the goal). Likewise, tack on 15 yards to any return we get...
PENALTY
 Administer as a dead-ball foul. 15 yards at the succeeding spot after the kickoff. If the kickoff is returned for a touchdown, the penalty is assessed either on the try or on the succeeding kickoff, at the option of the home team.
