To me, yes they're NBA contracts - they're signed with the parent team that owns the G-League club. Doesn't seem any different to me than MiLB contracts, or professional soccer contracts with multiple age levels of a team.

There are already players leaving schools after getting some playing time. A couple of guys have left Alabama, and the guy that Alabama is getting from USC played regularly there.
