Question: what happened to special run packages?

LSU-Bama game CBS 7pm CST (it's official)
I know there is already a thred (from a week ago) about this but just listening to the post game (UT) and they keep mentioning "negotiations" about the kick off time. I figured it was a no-brainer as far as it being CBS 2:30...is there a different scenario that would require "negotiations"? -
