Excessive violence in HS sports

I realize this likely won’t get seen much but I need to type this out and maybe someone has ideas or just comments in general.
At some point, officials have got to step up and stop the excessive stuff in HS sports. People in my wife’s fb feed (I don’t have an account) are talking today about an incident that happened in a Thanksgiving tournament at Pinson HS. On the play, there was a rebound to be collected. Once it was, a kid from the team that got the rebound, away from the ball, swung an elbow across his body and hit a kid from the shooters team square in the face knocking him backwards. It was not an accident. A referee was just a few feet away, looking that direction and did nothing. Assistant coach for the kid that got hit ended up getting a T for griping about it, escorted by law enforcement from the facility and the head coach restricted to the bench.
Now, I don’t know if there had been some trash talking that had been festering during the game. But if there was, that reaction was excessive. AHSAA was tagged in the fb post but we all know nothing will come of it. They are as spineless as the NCAA.
So my point is this. Game officials hear stuff being said during games. They hear it and we know it. Rarely do you see an official pull a kid to the side and tell them to cool it. Or go to the coach and address it. This stuff festers with some of these kids running high on testosterone and an inability to control their emotions. I’ve never seen a reason to talk to an opponent, like consuming alcohol or drugs, nothing good comes from it. Game officials have every right to stop the chatter but rarely do. Then you see stuff like this happen. And when nothing is done on the spot it makes the reaction “Ok”.
I’m just frustrated. I see this stuff and there’s no disciplinary actions taken and society continues down into the abyss.
