Two players shifting(QB AND rB) , they have to get set before the snap. If only one guy shifts, they don’t have to get set. Now, most crews doent consider the QB moving as a shift, but…

That was a dirty hit when I played 50 years ago.
He should be suspended immediately for at least 2 games.

The targeting rule is not working. The idea for adding this rule was to remove these hits from the game but players keep lowering their heads. How do you stop them from using their head as a battering ram.
