When a scolarship player (see Von Ewing) leaves the team mid year what becomes of his`scholly? Do we continue with one fewer scholarship player or is there a process for awarding that to another player (walk-on, transfer, etc)?

Depending on the situation it can go to a walk-on or transfer. It could go to any player that would not be an initial counter attributable to a year where all of the initial counters were used.

His scholarship has to go to someone that's been on the team 2 years, not a newcomer. So it'd go to either nobody or a walk-on.

Not completely correct. It could go to a player in their first 2 years within what I described.

Does that mean that, if he earns it, our invited walkon kicker can claim a scholarship at the start of his second year?

It is semantics really. There are players who transfer to walk on.

For all intents and purposes, if you are up against the 85 limit so that you are not able to sign a full 25 initials, then a scholarship player leaving opens up another initial counter that you would not have been able to get. But if you are signing your full allotment of initials, then you can only give the scholarship to a player that would not be an initial counter for a year where you are/were/will be full of initials. There are really too many scenarios there to cover them all.
