i'm going to bet my partial gubmint check on double down.
We have a $ one trillion per year military that can literally land a fully equipped force anywhere in the world complete with air conditioned medical units along with command and communications centers. I recall in Afghanistan the cost of air conditioning alone was several million per day. The equipment and capability of the military to work in any environment including chemical and biological warfare is practically incalculable. Literally a unlimited budget that is overspent every year. Yet this clown show we call an administration has volunteers erecting few third world tents in Central Park as a tiny drop in the bucket in the challenge of treating a pandemic in one of the largest cities in the world.
There are no words to describe how pathetic and politically irresponsible the response from this administration and federal government in general has been. There are literally thousands of people in this country better equipped to organize a response to this than what we have seen from the Trump Administration to this point.

I fully agree but would add that the entire Congress has devolved into an organization that is totally owned by special interest to the degree that they are incapable of responding to their responsibility to the electorate. Not to mention the fact that Congress on both sides of the aisle have so busily give up their Constitutional authority to the Executive Branch over decades. A perfect situation for electing an idiot dictator wannabe to be President.
There will be blame but it wont be against the POtuS
