Well maybe. The west probably would pick a very high valued military target and not just a civilian epicenter. There is a reason why Tokyo wasnt the target when it might seem like an obvious one. Nuclear Weapons are the most destructive weapons in our arsenal but they dont wipe cities off the map nearly like people seem to think. If one dropped at Yankee Stadium NYC is still standing. Hell if you dropped one in downtown Mobile then Spanish Fort and Theodore are hardly in the blast zone. Other than saying "hey lets bomb the Kremlin" there really is no point in targeting Moscow or St Petersburg with a nuke unless you just want to return the favor and kill civilians. There are better and cheaper ways to hit Moscow with bombs than nukes.

It's like those books where you got to choose the path to the end but the end is usually pretty much the same regardless of your choices.

They mentioned 25% of Russians that died in 2018 were below 60 years of age.
