To be fair, Milroe has had a great deal more college starts (and success) than Anthony Richardson ever had. The NFL tends to focus on drafting the things you can't teach (size, speed, arm strength) and teaching the things you can (reading defenses, mechanics, decision making, ball placement).Richardson is a FREAK athlete.
