I love this part:

State-funded expansions to immigrants are not Medicaid.

About 14 states and DC provide some form of coverage to some immigrants, usually children, regardless of immigration status using only state dollars. These state programs do not use federal Medicaid dollars, are not subject to Medicaid standards and requirements, and are not, by definition, Medicaid.
So 14 states are spending money on health care for the undocumented but because it's technically not "Medicaid" then it doesn't count towards outrage over spending on those same undocumented? This HAD to have been written by a lawyer.

So let the voters of those states be outraged enough to elect new people to office. That spending is not part of the federal budget.
