I see Croyle’s name above and I don’t really disagree if you factor in injuries.

He had a cannon for an arm but was really inaccurate with little touch.
 
Pat Sullivan
Steve Spurrier
Why? The fact that Sullivan didn't survive the player bone yard created by Norm Van Brocklin in Atlanta perhaps one of the worst coaches in NFL history!

Spurrier couldn't displace John Brodie with the 49'ers and may not have been a great NFL QB but the Ole Ball Coach had a pretty good career in coaching.

I saw Sullivan throw the football and admit to hold him in a somewhat legendary status. He was one heck of a good human being also.

Interesting that you chose two Heisman Trophy winners.
 
Some recent ones would be

Quinn Ewers. He was an okay college QB but was hyped as much much more.

Nico was one of the first big NIL deals and was mid at Tennessee and has been bad at UCLA outside of one game.

Jackson Arnold was supposed to help OU without Caleb Williams

Alabama? Hmm, Tyler Watts. he was solid, but coming in he was the next great thing.

Linnie Patrick. Ok, not a QB, and played well, but his billing was larger than life.
