It is worth noting that Alabama's trend is positive. It would be interesting to follow this over several years, as I suspect there could well be a tendency for programs to have a big push in a given year that would then look like a negative the next.

I'll also say this from working in higher ed for some time: not all $ are the same. Having $ and being able to spend $ on x can vary significantly.

There's not a lot of explanation of methodology, and in a period of rapid change it is hard to draw larger conclusions.
