I think that is probably already happening with Courtney Morgan in the General Manager role. It is the reason USC came after him so hard back in the fall. These coaches know that it goes beyond having a big NIL budget. To be successful going forward you’re going to need to make sure you get the greatest bang for your buck. I think at the end of each season the coaches and analysts are going to access what they have, who is heading to the NFL and of those remaining, who are the key pieces you need to build on for next year. For example if you have a WR you would like to keep, you evaluate the “cost of keeping him” versus someone else in the portal (or you think you can convince to transfer-let’s face everyone is tampering in some way, shape or form, even us). Make your offer. If they say no, move on.
The coaches and analysts will make the decisions on the relative value of each player/position group. The GM’s like Morgan will handle the negotiations.
I agree with you assessment that currently many on the offensive side are probably overvalued and I think as things evolve, some of that will shift to the defensive side.
