Yes there is a salary cap.

Nil is outside that cap though but must be approved by nil go. You cant give the bug nil deals for sitting on the bench anymore.

They may have this money, but any deals beyond the rev share cap have to be approved by the enforcement committee. The amount of this they actually will get to use is probably very minimal, because the enforcement committee is turning down 75% of deals. It's the same with all the other schools promising this type of money to their coaches. Get back to me when it actually pays off in recruiting, because we continue to outrecruit those schools, including Oregon and Texas with their "unlimited" NILfunds
