I don't know that Palmer NEVER had elite speed. It seemed he was one of the two fastest on the team as a Freshman. He had an injury and after, while he never lost his quickness, it seemed as if he lost a step.
You nailed it. I think he lost a step after his freshman year because it was at that point where he didn't have as many long returns although he still had a few. It appeared to me that he lost a step each year but he was so quick and shifty and just overall athletic that he still was the best player on the field.

Palmer never really looked like he was running fast, but he definitely out ran some folks. Dude was quick.
Different player at different position. But Shaun Alexander was the same way. He never looked fast until you realized he wasn’t being caught from behind.

They all had deceptive speed, but for different reasons:

Palmer just had incredible vision that allowed him to see things developing before they developed. That's like a PG in basketball. It's uncanny and God-given. But then he could go from running 3/4 speed to 100% in like one step. It's like he could accelerate in the cut. Amazing.

SA: He never looked fast even when he was outrunning people cause he was just so smooth. He also could juke and cut and accelerate while never looking much like he was trying.

The King: he just plodded along (although he was moving because he had such big strides) until he saw the hole and then he was just faster than the guys chasing him. He ran away from DBs all the time; partly because he was fast and partly because everyone took bad angles on him.
