This would be step 1 in a multi-step common sense program. If the "NCAA oversight committee" and the "Division 1 council" don't approve this, the NCAA should be disbanded with immediate effect and/or those schools who actually care about college football (and other sports) should say sayanora.

at some point they have to rein in the transfer side...the rule about eligibility and the period for transferring etc...it cant be during the CFP period. Hopefully this is a sign of some logic being applied to the current CFB environment....but i remain skeptical until it comes to fruition

The transfer windows for good or bad should align with the breaks between semesters. This would align with the windows when academic students transfer. So window 1 is the last 2 weeks and first 2 weeks of January. Window 2 would be a 2 week window in June.

Thats more than enough time to execute a transfer. Student-athletes should give a minimum of 30 day notice of intent to transfer before the semester ends and the school should honor all attendant benefits of the scholarship until the athlete transfers.

It doesn't matter if the NCAA passes it if the courts just shoot it down. The courts have continued to overstep their boundaries.
