Ok, this is the full version that I was able to find. The video starts with Narashino's school song. Hey Alabama, how about inviting your sister city's HS band to play at a game?
Since this video has been linked by Alabama's page, I'll elaborate the setting for this. I attended Natsu Koushien, which is the National HS baseball tournament held every August. This year Narashino (one of my favorite schools) qualified out of Chiba Prefecture for the tournament. Their oen-dan (cheering section) is well known, particularly because of their band who has won numerous national awards. Anyways, I figure since Tuscaloosa is Narashino's sister city, the band picked up "Yea, Alabama" as part of its music to use during games.

Foreign exchange student programs is most of it apparently.The Tuscaloosa Sister Cities Commission sponsors student exchanges with Narashino, Japan and Schorndorf, Germany on alternating years. Tuscaloosa students visited Narashino in 2002 and 2004.
