Actually you didn't cite the constitution, you just said "It's in the constitution" and left it at that. That's not citing, that just saying the word constitution and putting your fingers in your ear and going "LALALALA I CAN'T HERE YOU, GOVERNMENT TAKIN' MY FREEDOMS LALALAL." The constitution is in constant flux, it changes with the times to fit on how to effectively govern. For example, the increase of government control over the states in the past 200 years. The old states over federal government debate was resolved in the 1860's. There have even been changes to the tenth amendment (The one you forgot to cite) in the past few years (by a republican congress).
You also seem to have a misunderstanding of the constitution, it's not a set in stone guide. It's basically a template to be edited and changed. Which means that if it isn't specifically mentioned, it can be debated to how the government's roll in something should be. Hence the Federal Government having a hand on the macro decisions in the public education system.
