Need a rule change for fumbling through endzone.

The rule is in place to keep the offense from batting a ball out of the endzone on the defensive end .

Wouldn't a better rule be a penalty for that, enforced from the last spot? Just make batting the ball in the end zone illegal, no matter the direction or intention.
