P J O’Rourke once described an on-camera interview in El Salvador. “Hi. I’m a foreigner aiming a camera at you and asking your candid opinion. God only knows who I really work for. Please badmouth your government for me.”
I suspect a similar dynamic at work here.
A while back, a public opinion pollster acting in Russia described the Russians' public reacti8on to GRU officers being involved with Skrypal.
On camera, they all said that the allegations were ludicrous. The GRU was not involved.
Once the cameras were turned off, many admitted it probably was the GRU.

And run the risk of Putin’s wrath? I wholeheartedly disagree - I’ll post another link in a second but here’s an example of narrative control -
