What I can't understand is why Trump didn't accept it. If he had he could have named a new AG who wasn't recused from the Russia investigation that would have then required the special investigator Mueller to have to report to the new AG. My only guess here is that the WhiteHouse was worried that they would have too much public trouble finding anyone to do the job. Rumors are everywhere that no one wants to work for this Whitehouse as they see being associated with Trump as a career killer
