Depends upon, most likely, precedence and/or city ordinances.
It wasn't a construction zone or a foreign obstacle; it was just a door doing what a door does.
You don't have to put orange cones or caution tape around an out-swinging door so that people who aren't paying attention don't get hit in the head when someone else exits through it. And, unless there are specific city ordinances requiring it, you shouldn't have to put orange cones or caution tape around an obvious cellar door so that people who aren't paying attention don't fall through it.
From living there, NYC is covered with those. Homeless sleep on them because they leak heat. With that video, I don't think she has a chance at recovery...
