Additional penalties for targeting resulting in injury?

After watching that brutal targeting by Mizzou, I can't help but think a targeting that results in an injury should include an additional 2 halves of ejection. That hit could have paralyzed. It could be a decision made by the league after the game, for extensive review and to make sure the player was truly injured. Thoughts?

How do you verify injuries without violating HIPAA?

Have the player's consent for release of medical records to the league office. It's done all the time.

With that said, I'm NOT in favor of making a nebulous and inconsistently-applied rule even more prone to abuse.

How in the world do you do that when they can't get half the initial "targeting" violations called???

"Targeting" or leading with the crown needs to be removed from the game, but up to this point, the officials don't seem to understand it, nor do we.
