Banks are required to file Suspicious Activity Reports (SARs) on transactions that don't look right. There's a more legalistic definition of that, but within pretty wide limits it most often comes back to judgment.
If JPM didn't file SARs despite reason to believe something was amiss with either the source or destination of the funds, that's one set of problems mainly for JPM.
If JPM filed SARs, but the Feds sat on their hands, that's a different set of problems, primarily for the Feds.
