The penalty was for what he said, not so much the dance. And it did involve profanity in a loud tone of voice. What didn't help Fairly is that he's kind of like the kid in school who is either in trouble all the time or is suspected of starting trouble. The teachers/coaches/staff watch him like a hawk for the first sign of trouble and then come down hard. I have no doubt that Fairly was scrutinized pretty hard and on a short leash.
