It's always been NCAA policy to try and play bowl games at neutral sites whenever possible, although sometimes it doesn't work out like when UCLA played Rose Bowl games. First round playoff games are not bowl games so they can be played on campus but quarterfinal games are bowl games so they must be neutral sites whenever possible. The sponsors of bowl games may be a factor as well where they may demand locations for their games be made well in advance and in most cases in warmer climates or indoors.It's already past the point that these now meaningless bowl games need to be played at home stadiums to increase attendance. If the CFP can play their first round home games at home stadiums, I can't see why the meaningless bowl game can't do the same.
