I realize the source is an LSU homer, but the article says Arnett wasn’t offered.

Do we have other information that indicates he was, but declined?
It's virtually always he said / he said in these cases, with one side always wanting to save face. Very rare that there's public confirmation that anyone was offered or declined.

it was immediately reported when he left the interview he wasn’t going to be the DC so I doubt any offer was made for him to turn down.

as for why anyone would want to come coach at LSU with Orgeron - we have a lot of talent coming back. If a coach can turn the defense around, he could jump to a HC job easily. Not many coaches are planning to come to LSU as a long term DC. Also, the pay is pretty good.

not my choice, but I think we end up with Kris Richard.
