Ok, so the coaches/adm are hands off the nil deals...and the nil's are handled by collectives and are not "offers" to get players to said school...but yet players "commit" and "sign scholarships" with schools to play a sport. But its in between (or all around) the 2 official signing periods...and the coach knows (i'm guessing thru esp) exactly how he's gonna handle his scholarship numbers before anyone hasn't been contacted about a signing bonus not on an official signing day. Got it.

The NCAA threw open the gates without any plan whatsoever. They wanted a world of Boomers, where the new frontier was enjoyed by all.
