In most cases I would say yes, but in Beck’s case he had already “moved on” from Georgia basically by declaring that he was entering the draft. If I had to guess at how this went down...
- Beck announced intention to enter NFL draft
- Beck’s agent consults with NFL guru’s and does NOT get much interest in high draft rounds
- Agent advises Beck to enter portal
- Beck switches decision and enters portal
- Beck’s agent contacts Miami
- Beck signs with Miami
#5 very well could have happened prior to #4, but at that point I think whether or not the agent contacted Miami before or after he officially entered the portal is moot - especially in today’s wild, wild west.
Point is - he seemed to have a very specific destination in mind once he got limited NFL interest and had an agent to make the move happen.
