I found this quote to be interesting.
Now I am not a lawyer, but I didn't think that a university could charge anyone. It would be the local/state/federal authorities depending upon what they were going to charge him under (Title IX, regular "don't rape" statutes, etc). So is the attorney misspeaking in that they think FSU will open an official case internal to FSU, or does she mean that some other agency is going to press charges.
The hearing is expected to last one or two days, according to people familiar with the case, and Harding is required to inform Winston and the woman of his decision -- and, if necessary, Winston's punishment -- within 10 school days, according to FSU's policies and procedures. Winston and the woman can appeal Harding's ruling.

This isn't the biggest thing in the world, but the timing makes it bad. A few days before his conduct hearing he sends that to a girl? Not the smartest.
It just seems like he never learns from his mistakes. It's just on to the next one for him.
