Jameis Winston investigated for sexual assault - and...no charges to be filed...

I found this quote to be interesting.

Now I am not a lawyer, but I didn't think that a university could charge anyone. It would be the local/state/federal authorities depending upon what they were going to charge him under (Title IX, regular "don't rape" statutes, etc). So is the attorney misspeaking in that they think FSU will open an official case internal to FSU, or does she mean that some other agency is going to press charges.
 
I'm thinking that any "charges" FSU would level would be in accordance with Title IX and non-punished through the student code of conduct, not any actual legal charges.

At noon on Tuesday, Florida State quarterback Jameis Winston and the woman who accused him of sexually assaulting her in December 2012 will get their day in front of a judge. Winston's twice-delayed student conduct code hearing is expected to take place on FSU's campus, barring another delay or court-ordered injunction.

The hearing is expected to last one or two days, according to people familiar with the case, and Harding is required to inform Winston and the woman of his decision -- and, if necessary, Winston's punishment -- within 10 school days, according to FSU's policies and procedures. Winston and the woman can appeal Harding's ruling.

I'm more than a little surprised this hasn't been delayed again. Does FSU have 10 school days between now and the Jan 12 championship game?
 
Heard on the radio this morning that even if they level punishment, that he has appeals, and that the appeals process will conveniently push him getting kicked out of school till after he declares for the draft and quits anyway.
 
Supposedly Jameis was talking to a girl this weekend and sent her this Snap Chat:

This isn't the biggest thing in the world, but the timing makes it bad. A few days before his conduct hearing he sends that to a girl? Not the smartest.
 
He's a disgrace to FSU and the ACC. So glad he did not sign with the Tide....and even if he originally came to Alabama, he would no longer be there.

It just seems like he never learns from his mistakes. It's just on to the next one for him.
