You can make an argument that Iran has been waging war since 1979. They have a pretty long list of terrorist attacks and proxy's attacking countries all over the region and the world.

What is afoot now with US troop presence increasing in the Gulf. One Asian news report this morning suggested that one plan was to land special operators along with Mossad inside Iran to make contact with anti regime forces and obviously arm them to create essentially a civil war inside Iran. It must be taken with a grain of salt but it appears to fit very nicely with Natanyahu aims for Israeli control and of course Trump and his crew looking to pull a few billion dollars from Iranian oil.
